Major U.S. school districts are pulling the brakes on classroom AI tools, with New York City banning generative AI for students through eighth grade and Los Angeles blocking AI access on district devices. New York City, serving nearly 600,000 public school students, announced a one-year moratorium on generative AI for students in kindergarten through eighth grade. The district will "discontinue or disable the AI components of more than 38 previously allowed programs that do not meet our new safety and oversight standards," according to the policy rollout. Los Angeles Unified, the second-largest district, blocked student access to generative AI tools on district-issued devices, citing the need to keep "teaching and learning at the center of our decision".

What Are Students Actually Using AI For in Schools?
The restrictions come despite growing adoption of AI learning tools. According to the Stanford 2026 Annual AI Index Report, over 80% of U.S. high school and college students now use AI for school-related tasks. Yet only half of middle and high schools have AI policies in place, and just 6% of teachers say those policies are clear. This gap between student usage and institutional guidance has created confusion about best practices.
Tools like Salman Khan's Khanmigo, which provides AI-powered subject tutors, have shown promise in classrooms. Schroeder added that the loss of AI-driven adaptive learning and tutoring platforms during the moratorium period could result in "significant losses" in student knowledge and performance. The momentum built over recent years would need to be rebuilt once policies are reconsidered.
What's the Broader Picture on AI Equity in Schools?
The restrictions also raise equity concerns. Two and a half years ago, the Center on Reinventing Public Education reported that suburban, majority-white, and low-poverty school districts were about twice as likely to provide AI-use training for their teachers compared to urban, rural, or high-poverty districts. The new moratoriums in New York City and Los Angeles, both serving diverse student populations, could widen this gap if wealthier families access AI tools at home while public school students lose access.
Miami-Dade County Public Schools, the third-largest district, has taken a different approach by signing a partnership with Google Gemini. Meanwhile, in Chicago, 24 of 42 school board candidates on the ballot this fall, including 15 endorsed by the local teachers' union, are backing a temporary moratorium on AI as part of broader screen-time limits.
