A New York state assemblyman has purchased a Boston Dynamics Spot robot to bring into the legislature next year, hoping to convince colleagues that artificial intelligence and robotics are tools students must master rather than fear. The move highlights a growing divide between educators and policymakers over whether schools should embrace AI learning tools or pause their rollout entirely.
Why Are Schools Rushing to Adopt AI When Parents Are Pushing Back?
The debate centers on a fundamental disagreement about educational priorities. Assemblyman Clyde Vanel, who chairs the Subcommittee on Internet and New Technology in the Assembly, argues that delaying AI instruction puts students at a competitive disadvantage. "If our schools are not teaching our youth how to write a book report using artificial intelligence, we are doing them a disservice," Vanel stated. He believes students should have access to AI tools as soon as they can use search engines.
Parents and educators, however, express serious concerns about the pace and scope of AI integration. Aliya Bonar, a mother in Glendale and vice president of Community Education Council 24, discovered her 5-year-old son was being asked to generate images using AI in a kindergarten coding class. "It is just not age appropriate and not interesting either," she said, questioning whether image generation represents meaningful instruction.
The New York City Department of Education has not updated its guidance on AI use since March, leaving schools and families in uncertainty as the new academic year approaches. At least five Community Education Councils, including those in Queens Districts 24 and 25, have passed resolutions calling for "an immediate moratorium on the procurement and implementation of new AI technology in NYC public schools." Additionally, 24 members of the City Council signed a letter in June asking Mayor Mandami and Schools Chancellor Kamar Samuels to "immediately pause the use of generative artificial intelligence in our schools".
What Does the Research Say About AI and Student Learning?
Concerns about AI's impact on cognitive development are grounded in emerging research. A study by the media lab at the Massachusetts Institute of Technology found that students who wrote essays using only their own thinking showed "significant differences in brain connectivity" compared to those who used large language models, or LLMs (AI systems trained on vast amounts of text to generate human-like responses). The research indicated that "cognitive activity scaling down in relation to external tool use," suggesting that relying on AI may reduce mental engagement.
Stephen Kendall, a parent in Bayside and first vice president of Community Education Council 25, drew a stark comparison to illustrate the concern: "We teach kids drug safety. We don't make them do heroin first to tell them it's bad." He noted that the Department of Education has not provided clear evidence that AI tools improve academic outcomes, only that the technology exists and must be adopted.
College professors are already reporting downstream effects. Liat Olenick, a former teacher now running Climate Families NYC, a coalition of nearly 5,000 families, explained: "What we're hearing from college professors, many of whom are in our coalition, is that kids are coming to school and they can't write a paragraph without AI".

The legislative response remains divided. State Senator Robert Jackson introduced a bill that would prohibit most AI programs in classrooms before high school, except for administrative purposes. The bill died in committee during the last legislative session, but Jackson plans to reintroduce it next year. However, Vanel has signaled he would oppose a straight ban, arguing that such restrictions would harm students' future competitiveness.
Vanel's decision to purchase a Spot robot, the metal canine model recently rolled out by Boston Dynamics and marketed largely to police departments, represents his attempt to shift the conversation. "We can't be afraid of these tools. We have to master them," he said, adding that he plans to bring the robot to the legislature next year to demonstrate AI's potential.
According to a Gallup survey conducted last month, 47 percent of employees in the country say their workplaces have "integrated" artificial intelligence in some capacity, underscoring Vanel's argument that AI literacy may become essential for workforce participation.
