Canada and Germany Team Up on 'Safe-by-Design' AI, Betting $250 Million on Homegrown Alternative

Canada and Germany are jointly investing roughly $250 million combined in LawZero, a Montreal-based nonprofit developing a fundamentally different approach to advanced artificial intelligence (AI) that prioritizes safety and transparency from the start. The announcement, made on September 16, 2026, at the ALL IN conference, represents a significant bet by two major democracies to build sovereign AI systems that reflect their values and regulatory standards, rather than relying entirely on foreign-controlled models.

What Makes This AI Approach Different?

LawZero's core innovation is called Scientist AI, a methodology designed to work fundamentally differently from today's most powerful AI systems. Rather than being built to pursue autonomous goals or objectives, Scientist AI is engineered to reason transparently and provide reliable, evidence-based outputs without its own built-in biases or agendas. Think of it as an AI designed to think like a researcher examining data objectively, rather than an agent trying to accomplish a task on its own.

This "safe-by-design" philosophy contrasts sharply with how most frontier AI models are currently developed. Most advanced systems are built first for capability and performance, then safety measures are added afterward. LawZero is attempting to embed safety into the architecture from the beginning.

How Will These Investments Strengthen Sovereign AI Capacity?

  • Computing Infrastructure: Canada's CAD 150 million funding will establish dedicated, sovereign computing infrastructure in partnership with Canadian technology leaders Hypertec and 5C, ensuring critical AI research and computing power remain under domestic control rather than dependent on foreign cloud providers.
  • Job Creation and Talent: The project will create 360 full-time jobs in Canada, anchoring advanced AI research talent and engineering expertise within the country and building long-term capacity for developing homegrown AI systems.
  • European Regulatory Integration: Germany's EUR 100 million contribution, subject to European Commission notification, will support a new LawZero office in Germany and ensure that European AI norms and regulations are incorporated into the project from the outset, rather than retrofitted later.

The funding comes through Canada's Strategic Response Fund, which supports large-scale, transformative projects designed to build economic resilience and strengthen supply chains in key sectors including AI and advanced technologies.

Why Are Nations Investing in Sovereign AI Now?

The timing of this investment reflects growing concerns among governments about over-reliance on foreign-controlled AI systems. By anchoring critical research, talent, and computing capacity domestically, both Canada and Germany aim to reduce dependence on AI systems developed and controlled by other nations. This aligns with broader efforts to strengthen technological sovereignty across North America and Europe.

The announcement also deepens ties between Canada and Germany on AI development, building on the two countries' Joint Declaration of Intent on Artificial Intelligence and the launch of the Sovereign Technology Alliance, both announced in February 2026. The project contributes to Canada's National Artificial Intelligence Strategy: AI for All, which prioritizes security and safety in AI development and use, including modernizing privacy laws and strengthening national AI safety capabilities.

What Will LawZero Build First?

LawZero's work will begin with developing tools to assess and oversee existing AI systems and support scientific research, before advancing toward building new frontier AI models using the safe-by-design methodology. This phased approach allows the organization to validate its approach on existing systems before attempting to scale it to cutting-edge models.
