Canada is at a crossroads in its relationship with U.S. technology companies, and the stakes extend far beyond trade disputes. As tensions between Ottawa and Washington escalate, experts are raising alarm about Canada's heavy reliance on American platforms, data centers, and AI systems. The question is no longer whether Canada should pursue digital sovereignty, but whether it can do so before losing control of its own digital future.
What Exactly Is Digital Sovereignty, and Why Should Canadians Care?
Digital sovereignty sounds like technical jargon, but it boils down to something straightforward: the ability of a country to control its own digital environment, protect its data, and regulate the technology that shapes what citizens see and do online. Think of it as protecting your home, money, and identity, but for the digital realm.

The numbers tell a sobering story. The federal government itself is deeply entangled with Microsoft products. In January 2026, Shared Services Canada renewed its agreement with Microsoft for a deal worth $940 million over seven years, covering platforms like Office 365 and email services. But the dependency goes much deeper than productivity software.
A study examining the federal government's AI Register found that Microsoft was the single largest supplier of AI systems, accounting for 42 out of 409 AI applications across government agencies. This concentration of power in one American company creates a vulnerability that experts say is fundamentally incompatible with true sovereignty.
"An American big tech company is very heavily intertwined, not just with things like email or OneDrive or Microsoft Office, but also in the types of predictive analytics and other types of AI products that the federal government has currently acquired. The private sector mirrors this pattern. Canadian businesses rely heavily on American cloud providers, social media platforms, and AI tools. When the U.S. government makes decisions about technology, Canadian companies and citizens often have no choice but to follow along.
What Happened With the Lake Ontario Rename Incident?
A recent incident crystallized the problem. After trade talks between Canada and the U.S. fell apart in August 2026, President Donald Trump signed an executive order renaming Lake Ontario to "Lake America." Google and Apple Maps quickly implemented the change for American users. But here is the troubling part: some Canadian users saw the renamed lake on their maps too. By February 2025, the government's follow-up platform, called "Gennai," had reached 134 average weekly users and 1,877 average weekly API requests, with 85 cumulative AI applications created. Ten percent of surveyed users built their own AI applications, and 70% of teams receiving expert support became operational. These findings directly shaped Japan's national guidelines issued in May 2025.
Steps Canada Could Take to Build Digital Sovereignty

Network effects are powerful: people use social media because their friends are there, they use email because their colleagues use it, and they store files in the cloud because everyone else does.
"There is a certain amount of inertia in getting Canadians to switch to things, because convenience usually rules over most things. Just because we can, or do, have Canadian alternatives and they may provide better features, they may be good for us, doesn't mean that we can overcome the social inertia to get people to switch," noted Shion Guha.

This is why experts say digital sovereignty requires more than just building better products. It requires what Bednar calls "institutional imagination in Canada," a willingness to think differently about how government, business, and citizens interact with technology.
What Does the Government's AI Strategy Actually Promise?
Canada's National AI Strategy, released in June 2026, represents the government's most concrete commitment to digital sovereignty to date. The strategy pledges to develop a home-grown supercomputer and pursue "sovereign cloud, AI, cyber and quantum initiatives". However, experts emphasize that building these capabilities is only half the battle.
"If a single government gets to determine whether or not you have access to those frontier models, they're really determining whether or not you've got the very best tools to counter things like cybersecurity threats," said Michael Geist, arguing that Canada should balance building domestic AI programs with maintaining access to the world's best foreign models.
