Why Is Guam's Power Grid in Emergency Mode?
The situation on Guam has become precarious. The Guam Power Authority (GPA) reported having just 274 megawatts of available generation capacity against a recent peak demand of approximately 270 megawatts, leaving virtually no safety margin. To make matters worse, the 198-megawatt Ukudu power plant, a combined-cycle gas turbine facility, is currently producing only 90 megawatts due to ongoing repairs to a steam turbine. This gap between supply and demand has already led to rotating outages affecting families across the island.
The emergency situation escalated when GPA reported a projected evening demand of approximately 234 megawatts against only 170 to 192 megawatts of available generation, creating a potential deficit of 42 to 64 megawatts when the Piti 8 plant was taken offline. In response, the U.S. Department of Energy granted GPA temporary emergency authority allowing additional operation of Ukudu generating resources that otherwise face environmental operating limitations.
What Role Are Data Centers Playing in the Power Shortage?
Senator Will Parkinson sent a formal request to GPA General Manager John Benavente seeking detailed information about data center electrical demand, emphasizing that the island needs transparency before committing additional power to new facilities. While Parkinson clarified that his inquiry does not allege data centers caused the current emergency, he stressed the importance of understanding their consumption patterns given the precarious state of the grid.
Guam already hosts multiple data centers drawing power from the grid, though many residents are unaware of their presence. According to GPA records and public disclosures, existing data centers include facilities operated by GTA Teleguam with approximately 2 megawatts of capacity at GU1 and GU2 combined and approximately 4 megawatts at GU3. A separate data center project proposed near Tanguisson encompasses approximately 10 acres and 50,000 square feet, but its expected electrical demand has not been publicly disclosed.
How to Ensure Transparency in Data Center Power Planning?
Senator Parkinson's formal inquiry requests that GPA provide critical information about current and future data center operations. His letter asks for the following details:
- Service Requests: Whether the Tanguisson data center project has requested electrical service and what load has been projected for the facility.
- Infrastructure Requirements: Whether additional generation or transmission infrastructure would be necessary to support new data center operations on the island.
- Future Projects: Whether other data center projects or expansions are already being discussed with the utility.
- Existing Demand: The combined contracted and actual peak demand of all existing data centers currently operating on Guam.
- Reserve Policies: Whether GPA has a policy preventing new large-load commitments when the system is below its minimum reserve requirement or operating under temporary federal emergency authority.
