The UAE has taken a concrete step forward with its V7 cyber security model, a fine-tuned AI system designed to detect malware, identify vulnerabilities, and support penetration testing. When benchmarked against other systems, the model achieved more than 94.7% detection accuracy, forming part of a broader national strategy to reduce dependence on external technologies while strengthening domestic cyber capabilities.

Beyond malware detection, the UAE is embedding AI into government operations at scale. According to Al Kuwaiti, "Fifty percent of our government services need to be agentic in nature. We have already started that journey, and many government entities are already on board". This reflects the UAE's ambition to become a fully AI-driven nation by the UAE Centennial 2071 programme.

India's approach is more focused on acquiring and integrating specific AI components rather than building from scratch. Project SUTRA, described as Strategic U.S. Technology Research and Access, targets key AI capabilities including agent runtimes, long-term memory, tool orchestration, multimodal reasoning, and safety evaluation.

For critical infrastructure systems, India is requiring operational continuity measures including escrowed recovery materials, documented fallback procedures, and guaranteed access provisions. This ensures that even if a foreign provider withdraws support, the system can continue operating.

Despite the emphasis on sovereignty, both nations recognize that complete self-sufficiency is unrealistic. Al Kuwaiti stressed this point directly: "We cannot do this ourselves. We need partners, we need to work together, and that is what creates collective readiness".

According to Al Kuwaiti, "Before many of these attacks occurred, we conducted numerous cyber drills and exercises. This increased our readiness and demonstrated the strength of our partnerships." Every significant cyber attack targeting UAE critical infrastructure during recent regional tensions was detected, contained, and recovered from through coordinated response mechanisms.

India's strategy similarly emphasizes partnership, but with a focus on securing technology transfer and equity stakes rather than pure collaboration. The country is leveraging its market size and research talent as bargaining assets to acquire key AI components from U.S. firms.

What About Emerging Threats Like Quantum Computing?

While AI dominates current discussions, quantum computing is emerging as the next frontier for sovereign technology development. Al Kuwaiti noted that "Today, we are speaking about artificial intelligence. Tomorrow, we will be speaking about quantum." Cyber security experts warn that future quantum systems could eventually render many current encryption methods obsolete, prompting governments worldwide to begin planning migration strategies toward post-quantum cryptography.
