Israel Launches Quantum Computing Platform as Part of Sovereign AI Push

Israel has launched Project Nexus, a national tender to build a domestically produced quantum computing platform, marking the first major implementation of its broader government strategy to strengthen technological sovereignty and advance artificial intelligence capabilities. The initiative, announced by Israel's Prime Minister's Office National AI Directorate and the Ministry of Finance, represents a shift from strategy to practical implementation of Government Decision 4255, which established the framework for Israel's national artificial intelligence strategy.

What Is Project Nexus and Why Does It Matter?

Project Nexus is designed to ensure Israel possesses a locally produced quantum computer while supporting multiple quantum computing technologies already under development across the country's research and industrial ecosystem. Unlike initiatives that back a single technology, the platform is intended to serve as national infrastructure that can accommodate different quantum computing approaches, supporting researchers, industry, and government agencies simultaneously.

Quantum computers operate on principles of quantum mechanics, allowing them to process certain types of calculations differently than conventional computers. While today's systems remain experimental and won't replace traditional computers for most tasks, governments worldwide are investing in quantum technology because of its potential to accelerate research in fields such as chemistry, materials science, optimization, and cryptography.

The announcement did not disclose technical specifications, procurement timelines, funding levels, or which companies and research institutions will participate. However, officials emphasized that the project is intended to guarantee Israel's status as a global leader in quantum computing.

"I think this is a smart and bold move by the government, launching a tender like this for a technology that's still emerging takes courage. What Other AI Infrastructure Projects Did Israel Announce?

Beyond quantum computing, the government issued two Requests for Information (RFIs) to expand Israel's artificial intelligence infrastructure. These initiatives reflect a comprehensive approach to building sovereign AI capabilities across multiple technological domains.

  • Physical AI Testing Ground: The first RFI seeks industry input on establishing a national facility to test artificial intelligence systems that interact directly with the physical world through robots, autonomous vehicles, sensors, and industrial equipment. The proposed facility would simulate complex real-world scenarios across highways, hospitals, manufacturing facilities, agricultural operations, and other settings to support advances in robotics, edge computing, and data processing.
  • Foundation AI Models: The second RFI focuses on large-scale AI systems trained on broad datasets that can be adapted for tasks such as language processing, image generation, and software development. The government said the request is intended to examine pathways for strengthening Israeli capabilities in foundational models and identify approaches that would maximize the country's competitive advantages.
  • Market Mapping: Officials plan to map existing market capabilities and identify strategic approaches to ensure Israel can compete globally in foundational AI development while leveraging the country's existing strengths.

How Is Israel Positioning Itself in the Global Sovereign AI Race?

Israel's announcement reflects a broader international trend toward developing domestic capabilities in strategically important technologies. Countries including the United States, China, the United Kingdom, Germany, and France have invested billions of dollars in national quantum programs aimed at reducing dependence on foreign technology while strengthening domestic research and industrial capacity.

The Israeli government emphasized that these initiatives are not isolated research projects but rather the beginning of the implementation phase of a comprehensive national AI strategy. Officials described the projects as central to securing sovereign infrastructure while building on Israel's existing comparative advantages in technology development.

Our role is to accelerate the advancement of AI in Israel, which is why we are transitioning swiftly and professionally from defining vision and strategy to practical implementation on the ground, together with all government partners," stated Brig.-Gen. The Finance Ministry also emphasized its commitment to translating government decisions into practical mechanisms. Evyatar Peretz, Senior Finance Ministry Deputy Accountant General for Innovation and Technology, noted that the initiatives provide industry and the economy with the necessary foundation to lower barriers, ensure technological sovereignty, and enable global breakthroughs.

Israel already maintains an active quantum technology sector spanning universities, startups, and established technology companies. The new platform is designed to support the diverse quantum technologies existing within Israel rather than focusing on a single hardware approach, positioning the country to leverage its existing innovation ecosystem while building national-scale infrastructure.
