Microsoft's AI Spending Is Reshaping the Carbon Removal Market,and Not in the Way Climate Advocates Hoped
Microsoft has slashed its carbon removal credit purchases by roughly 80% through mid-July 2026 compared to the same period last year, a dramatic pullback driven by massive spending on artificial intelligence data centers and infrastructure. The shift is forcing a reckoning in the voluntary carbon removal market, where the tech giant has long been the dominant buyer, accounting for nearly half of all transactions globally.
Why Is Microsoft Cutting Back on Carbon Removal?
The answer lies in competing financial priorities. As Microsoft accelerates capital spending on AI infrastructure, electricity demand has surged, and the company is redirecting resources away from carbon removal purchases. According to Microsoft's latest sustainability report, the company's carbon footprint increased 25% last year, with growing energy demand from AI cited as a key factor. The company reportedly paused some carbon removal purchases earlier in 2026 due to financial considerations, though it maintained that the program had not ended entirely.
In a statement to Bloomberg News, a Microsoft spokesperson said the company's adjustments reflected "a disciplined approach, not a change in ambition," and emphasized that carbon removal purchases remain only one part of its broader decarbonization strategy. Yet the numbers tell a different story. Microsoft purchased 8.55 million tonnes of carbon removal credits through mid-July 2026, compared to roughly 42.75 million tonnes during the same period in 2025.
What Does This Mean for the Carbon Removal Industry?
Microsoft's pullback has ripple effects far beyond the company's own climate goals. Global carbon removal credit sales totaled 18 million tonnes through mid-July 2026, representing a 66% decline compared to the same period in 2025. Because Microsoft has accounted for 41% of all carbon dioxide removals globally since 2020, its purchasing decisions carry outsized influence over the entire market.
The carbon removal sector relies heavily on corporate buyers to fund early-stage technologies that remain expensive and commercially immature. Direct air capture, for example, still costs far more to deploy at scale than most alternatives. Corporate purchasing commitments provide project developers with revenue visibility, helping technologies mature and costs decline over time. Without that demand signal, the sector risks stalling.
"If it pulls back, that also sends a message and other companies could be disinclined to take its spot as a champion," said Layla Khanfar, a BloombergNEF analyst tracking the market.

However, not all corporate demand has evaporated. Frontier, a carbon removal coalition that includes Stripe, Anthropic, and Alphabet, committed $915 million in June 2026 to support new removal projects, suggesting the market is becoming more diversified. Still, Microsoft remains unusually influential, and its shift highlights a broader governance challenge facing hyperscalers.

Lee Bostock, founding partner at Vuelta Carbon, a carbon markets trading and advisory firm, offered a more measured perspective on the market's trajectory. "People need to look beyond just Microsoft's activity when forming an opinion on the market," Bostock stated. "I do believe that the market is evolving in a positive and encouraging manner, but sellers and buyers need to be realistic about the stage that market is in".
Climate scientists have repeatedly warned that deep emissions cuts will need to be paired with large-scale carbon dioxide removal. By mid-century, billions of tonnes may need to be removed from the atmosphere each year. For that vision to materialize, the carbon removal sector needs stable, long-term corporate demand. Microsoft's pullback raises questions about whether that demand will materialize, or whether the sector will remain dependent on a handful of well-intentioned buyers whose priorities shift with business cycles.
The stakes extend beyond climate goals. A market less dependent on one buyer would be more resilient and better positioned to scale. Until corporate demand broadens significantly, however, changes in Microsoft's purchasing strategy will continue to shape project financing, technology deployment, and confidence across the entire carbon removal sector.
