Sam Altman and other leading AI executives are pushing Congress to create mandatory screening rules for synthetic DNA purchases, warning that artificial intelligence systems could soon help bad actors create biological weapons. The Trump administration's AI Action Plan, released in July 2025, similarly flagged that AI could be weaponized to "create new pathways for malicious actors to synthesize harmful pathogens and other biomolecules".

What Is the White House Doing to Address These Risks?

The Trump administration responded to these concerns by releasing new guidance on July 29, 2026, that establishes federal oversight of high-risk life sciences research. The 12-page policy prohibits federal funding for dangerous gain-of-function research, which the guidance defines as research that "enhances a property or properties of a biological agent in ways that make it more dangerous".

Rather than banning AI use in biological research outright, the administration created a monitoring framework. The White House Office of Science and Technology Policy will convene an interagency group to oversee advancements at the intersection of biological sciences and artificial intelligence, including computational life sciences research.

How Will the New Policy Balance Innovation With Safety?

The policy attempts to distinguish between research that poses genuine risks and purely computational work that should remain unrestricted. According to the guidance, the new rules apply only when a proposal includes plans to create or modify a biological agent that meets the definition of dangerous gain-of-function research and results from computational research. Purely computational work, such as developing software models or designing novel biological agents through simulation alone, is not prohibited unless it involves entities of concern.

The policy fulfills an earlier executive order signed by President Trump in May 2025 on biological research security and safety. Federal officials have indicated the new guidance aims to limit support for pathogen research that carries substantial risk of harming Americans.
