SpaceX Is Quietly Shutting Down Falcon 9 Bookings, Betting Everything on Starship

SpaceX has begun turning away satellite operators seeking dedicated rides on its reliable Falcon 9 rocket beyond 2028, marking one of the most significant strategic pivots in the company's 20-year history. The move reflects founder Elon Musk's enormous confidence in Starship, the world's largest and most powerful rocket ever built, which remains unproven and has faced repeated testing delays and explosive setbacks.

For years, Falcon 9 has been the workhorse of the space industry. It slashed the cost of reaching orbit and enabled the growth of massive satellite networks, including SpaceX's own Starlink constellation. But now, SpaceX is signaling that era is ending. The company has stopped building some non-reusable components for the Falcon family, such as the rocket's massive upper stage, and is no longer accepting future reservations for its Falcon 9 rideshare program, in which multiple satellite operators share a single rocket launch.

This is a high-stakes gamble. If Starship is not ready to launch commercial missions by the end of 2028 and SpaceX does not reverse course, it would slash access to orbit for the many space companies that rely on SpaceX to reach space amid a global heavy-lift rocket shortage. The company's plans could change for a number of reasons, including development setbacks with Starship, according to people familiar with the matter.

Why Is SpaceX Betting So Heavily on Starship?

Starship is central to Musk's most ambitious goals. The rocket is designed to be fully reusable, meaning both the booster and upper stage can return to the ground for additional missions. Starship is essential to Musk's plans to put data centers in space, expand the Starlink communications network, and send humans to the moon and Mars. These objectives require a rocket far more powerful and cost-effective than Falcon 9 can provide.

The 400-foot-tall Starship, when fully stacked, consists of a 232-foot Super Heavy booster and a 171-foot upper stage spacecraft. It is designed to carry enormous payloads to orbit, making it the ideal vehicle for Musk's vision of orbital infrastructure.

What Challenges Has Starship Faced in Testing?

Starship's development has been marked by explosive setbacks and delays. The rocket is not yet operational and has faced a testing cycle marred by malfunctions and postponements. Most recently, SpaceX delayed its scheduled test flight on July 23 for the second time in about a week due to poor weather and engine issues.

During previous test flights, Starship has experienced significant problems. In March 2025, the upper stage exploded less than 10 minutes into flight after losing contact with mission control. SpaceX later determined that a hardware failure in one of the upper stage's Raptor engines resulted in inadvertent propellant mixing and ignition. Despite the upper stage failure, the Super Heavy booster successfully returned to the launch pad using giant mechanical arms known as "chopsticks".

The most recent test flight, Flight 12 in May 2026, showed progress but also revealed issues SpaceX is working to fix. During ascent, the Starship upper stage lost one of six engines. The Super Heavy booster successfully ignited all 33 of its Raptor 3 engines, but one unexpectedly shut down. The booster also failed to perform a controlled splashdown in the Gulf of Mexico after failing to light all necessary engines.

How Is SpaceX Preparing for the Next Starship Test Flight?

Ahead of Flight 13, engineers have made several modifications to address previous issues:

  • Engine Reliability: Modified the booster to improve engine re-light reliability and updated the rocket's engine alarms and aborts to better match the conditions of multi-engine flight environments
  • Booster Maneuvers: Changed the engine startup sequence after the booster's flip maneuver was off by about 90 degrees during the previous flight
  • Engine Replacement: Swapped two Raptor engines and carried out additional ground testing after some engines failed to ignite during the previous launch attempt

Flight 13 is scheduled to attempt similar objectives as Flight 12, with the added goal of deploying functional Starlink V3 satellites for the first time. The previous flight focused on deploying dummy satellites to orbit. This time, SpaceX will deploy working Starlink satellites and attempt to extend their solar arrays and antennas to connect with the larger satellite constellation.

SpaceX also modified six of the satellites to include cameras that will help gather data on Starship's heat shield. The company painted several tiles on Starship to simulate missing tiles and serve as imaging targets during the test.

What Does This Mean for the Space Industry?

SpaceX's decision to wind down Falcon 9 bookings represents a fundamental shift in the commercial space landscape. The company is likely to still use Falcon 9 for launches for the Department of Defense and NASA, according to people familiar with the matter, but commercial satellite operators are being told to plan elsewhere.

This creates both opportunity and risk. If Starship succeeds, it could revolutionize space access by offering dramatically cheaper and more frequent launches. But if development continues to slip, the space industry could face a severe shortage of heavy-lift capacity. The timeline is tight: SpaceX has roughly a year and a half to push through development setbacks and cement the technology leaps needed to bring Starship to market for commercial missions.

The stakes are reflected in SpaceX's stock performance. Delays with Starship have contributed to a stock sell-off that has seen shares fall below the $135 price at the company's history-making initial public offering in June 2026. As of July 23, SpaceX stock closed at $118.24, down about 24 percent over the previous month.

For now, the space industry watches and waits. Flight 13 is scheduled to lift off from Starbase in Boca Chica, Texas, with a launch window opening at 6:45 p.m. ET on Friday, July 24, following the postponement from July 23. If all goes according to plan, the test will bring SpaceX one step closer to proving that Starship can deliver on Musk's ambitious vision, and one step closer to making good on the company's bold decision to turn away its most reliable customers.
