The AI Education Gold Rush: Why Schools Are Spending Billions on Tools That Lack Proof They Work

U.S. school districts are spending billions on artificial intelligence products with minimal evidence that they actually improve student learning, even as a growing body of research suggests AI can harm children's critical thinking abilities. The AI education sector, which barely existed before ChatGPT launched in late 2022, has already grown to $730 million in 2026, according to analysis prepared for the Christian Science Monitor. Projections suggest the market will expand by 40 percent annually over the next decade, reaching $18.5 billion by 2036.

The rapid expansion has created what experts call an "absolute gold rush," with startups and established tech companies racing to capture market share from financially strapped districts. Companies with names like MagicSchool, SchoolAI, and Buddy are pitching AI tutoring bots, lesson-planning assistants, and personalized learning platforms as solutions to teacher shortages and student achievement gaps. But without rigorous testing, educators and parents are increasingly uncertain which tools help and which ones harm.

What's Driving Schools to Adopt AI So Quickly?

Several factors are accelerating AI adoption in classrooms. The Trump administration has actively encouraged school districts to incorporate AI, with the Department of Education issuing guidance in July 2025 that urges educators to "harness the potential of AI" through "high-quality" instructional materials and "AI-enhanced high-impact tutoring." However, the department has not established standards to help local officials evaluate these tools.

Meanwhile, major AI companies are using aggressive market-capture strategies. Both OpenAI and Anthropic have announced they will offer their flagship products to educators for free, but only temporarily. Anthropic's commitment to free access for K-12 teachers expires in June 2027, while OpenAI's offer runs through June 2028. The adoption is already widespread. According to the Center for Democracy and Technology, an estimated 85 percent of teachers and 86 percent of students already use generative AI in their schoolwork, often without institutional guidance or safeguards.

Why Are Experts Concerned About Student Safety and Learning?

Despite the enthusiasm from tech companies and some administrators, a growing body of research raises red flags about AI's impact on student learning. Teachers report that students are using AI to bypass learning entirely. Merek Chang, a chemistry and biology teacher at Los Altos High School in the San Gabriel Valley outside Los Angeles, explained the problem plainly.

The lack of federal standards has created a patchwork of oversight. While more than 30 states have adopted their own AI guidelines, only a few, including Wyoming and North Carolina, have provided districts with robust frameworks to evaluate tools. Wyoming's Department of Education created a video titled "Threat Assessment" that warns districts about AI tools already embedded in education software they may be purchasing. The state also developed vetting tools, including a chatbot created by Project Unicorn, a consortium of nonprofit organizations and school associations, to help evaluate AI applications.

The lack of clarity has opened the door to serious problems. In June 2026, Los Angeles Unified School District Superintendent Alberto Carvalho resigned after his home was raided by the FBI in connection with an investigation into a district contract for an AI chatbot. Two weeks later, New York City Schools Chancellor Kamar Samuels asked principals to pause purchases of AI software after city council members demanded a moratorium on AI use in schools "until rigorous guardrails can be developed with public and expert input, to prevent serious damage to NYC children and their future." A broader petition seeking a two-year moratorium on generative AI in city schools has generated thousands of signatures.

How Are EdTech Companies Responding to Skepticism?

Silicon Valley founders are offering an optimistic counternarrative. Alex Southmayd, a former McKinsey consultant who is now building an AI learning bot called Bloomy at Y Combinator, the prestigious San Francisco tech incubator, argues that AI tutoring can deliver personalized instruction at scale. He questions the traditional classroom model and proposes a gamified alternative.

Southmayd acknowledges parental concerns about screen time but argues his app is designed differently from social media. He says Bloomy structures the learning experience so students "find satisfaction in effort, patience, and mastery rather than passive consumption." Pilot results from charter schools show improvements in writing and math performance, according to Southmayd. However, like most competitors in the space, Bloomy has not undergone randomized, controlled trials comparing it to regular classroom instruction.

Other major developments in AI education are also unfolding. Khan Academy, the nonprofit learning platform, acknowledged that its original AI tutor, Khanmigo, did not improve student learning as much as hoped. The organization has now rebuilt the tool, embedding it more deeply into student practice so it can respond to specific problems, question learners about their reasoning, and draw on recent performance data. Anthropic has also expanded access to Claude for K-12 teachers, offering a free version combining premium capabilities, teaching skills, and connections to curriculum resources and academic standards.

Steps Schools Can Take to Evaluate AI Tools Responsibly

Given the rapid expansion of AI in education and the lack of federal oversight, school districts need practical frameworks to assess tools before adoption. Here are key steps educators and administrators should consider:

  • Conduct Independent Efficacy Reviews: Require vendors to provide evidence from randomized, controlled trials comparing their AI tools to traditional instruction, not just pilot results from charter schools or internal studies.
  • Assess Data Privacy and Security: Evaluate whether the tool collects student data, how that data is stored, who has access to it, and whether the company shares information with third parties or uses it for targeted advertising.
  • Test for Learning Harm: Review research on whether the tool might reduce students' critical thinking, problem-solving ability, or focus, particularly for younger learners who are still developing foundational skills.
  • Verify Alignment with State Guidelines: Cross-reference any AI tool against your state's AI vetting framework if one exists, or use resources like Project Unicorn's evaluation chatbot to identify red flags.
  • Pilot Before District-Wide Rollout: Start with a small group of classrooms and teachers, measure outcomes over a full academic year, and gather feedback from both educators and students before scaling.

The stakes are high. As Kris Hagel, chief information officer at the Peninsula School District outside Tacoma, Washington, noted, the education sector is in the midst of an "absolute gold rush". Without careful evaluation, schools risk becoming test sites for unproven technology while companies profit from the uncertainty.

The coming years will reveal whether AI can genuinely enhance learning or whether it becomes another expensive tool that benefits tech companies more than students. For now, educators and parents are right to demand proof before their children become the next generation of guinea pigs in Silicon Valley's latest experiment.
