Why Can't Waymo Robotaxis Simply Drive Away From Danger?
The core problem lies in how Waymo's autonomous system handles emergencies. Unlike human rideshare drivers who can make split-second decisions to flee a threat, Waymo's fleet operates under strict programmatic constraints. When a robotaxi encounters an obstacle or perceives danger, it can brake, reroute, or call for help, but it cannot improvise or override its own decision-making logic. These incidents created a legal and safety puzzle. When vandals damage a parked or stopped vehicle, the car itself is typically classified as the victim of record in a malicious-mischief case, not the person inside it. That classification works fine for an empty vehicle in a driveway, but it becomes deeply uncomfortable when a frightened passenger is locked inside watching the windshield crack. Additionally, Waymo has stated it requires law enforcement to obtain a search warrant before releasing interior and exterior footage, even to the passenger who was sitting inside the car when it was recorded.

San Francisco Mayor Daniel Lurie sent a formal letter to California Secretary of Transportation Toks Omishakin asking the state to raise the bar for every autonomous vehicle operator working in the city, not just Waymo. The mayor wants companies to demonstrate four specific capabilities before they are allowed near a major event again:
- Immediate Vehicle Clearance: Disabled vehicles must be cleared out of travel lanes immediately without delay.
- Real-Time Route Adjustment: Companies must adjust routes and pickup zones in real time once trouble starts, not wait for manual intervention.
- Transparent Communication: City agencies must be informed about outages and stranded vehicles as they happen, not after the fact.
- Stress Testing: Fleets must run real stress tests that prove they can handle dense, unpredictable crowds instead of simply assuming they can based on past performance.
Waymo's public response leaned on its track record, pointing to smooth operations during World Cup matches, the Super Bowl, Fan Fest, and NBA All-Star Weekend, and noting it has logged millions of rides in the city. However, a strong historical record does not explain why roughly twenty cars died at once on one of the busiest nights of the year.
Days after Lurie's letter, the National Highway Traffic Safety Administration issued its own formal warning aimed at every autonomous vehicle developer. NHTSA Administrator Jonathan Morrison issued a call to action after documenting a pattern of autonomous vehicles driving into active emergency scenes, blocking ambulances and fire crews, and failing to react to flashing lights, flares, smoke, or traffic cones.

This is not Waymo's first regulatory headache in 2026. The company spent much of the year managing unwanted headlines, including a recall covering nearly 3,800 robotaxis after regulators found a software flaw that could let the vehicles keep driving into flooded roads instead of stopping. None of this means robotaxis are more dangerous than human-driven cabs on balance, and Waymo's own crash-rate data still looks favorable compared to human drivers. However, the immobility problem creates a unique vulnerability that human drivers simply do not face.
What Should Passengers Know About Safety in a Waymo?
Riders should treat the intercom button as a backup, not a lifeline. Dialing 911 directly gets a dispatcher who can send officers without waiting on a remote operator to relay the request, and it starts a police response clock that does not depend on a tech company's internal escalation process. Every passenger vehicle sold in the United States, autonomous or not, is required to keep a manual interior door release so occupants can always let themselves out. Getting out of a stopped Waymo has never been the real issue. Getting the car itself out of a bad spot is the challenge that remains unsolved.
Until Waymo or the regulators now leaning on it solve this problem, the safest approach for passengers is to recognize that autonomous vehicles operate under constraints that human drivers do not face, and to take personal responsibility for emergency response rather than relying solely on the vehicle's systems.
