Why Schools Are Ditching AI Bans for a Harder Path: Rethinking Education Itself
School districts across the United States are moving away from AI bans and toward a more fundamental reckoning: they must redesign how they teach and assess students, or risk AI eroding the entire education system. Rather than treating artificial intelligence as a problem to be blocked, educators are now grappling with the reality that AI is already embedded in students' lives and that attempting to exclude it creates new inequities.
Why Banning AI in Schools Backfires?
The shift in thinking comes from a major initiative called TeachingAbout.AI, funded in part by Google.org and led by the School Library System for Genesee Valley BOCES, an educational agency supporting 22 small, rural districts in Western New York. In December 2025, the group convened school librarians, classroom teachers, instructional leaders, university researchers, and instructional technologists to rethink how schools should approach AI.
The group's findings, published in June 2026, revealed a critical insight: attempting to ban or restrict AI in schools creates predictable harms. For example, shifting to handwritten-only exams disadvantages students with dysgraphia, a writing disorder. Oral exams may cause more stress for young women than their male peers and obviously disadvantage multilingual learners. Any single restriction could widen the digital divide, giving students with easy access to AI tools at home advantages over those without.
"AI is going to continue to erode the entire system of education" unless schools rethink how they assign and assess student work, explained Christopher Harris, director of the School Library System for Genesee Valley BOCES. "We need to change our instructional practices. That's a big challenge, but if we don't address these issues, then anything we do is just a Band-Aid."

Harris emphasized that at this point, attempts at outright bans of AI in schools will cause both predictable and unpredictable problems. Instead, schools must develop strategies that acknowledge AI's presence while focusing on what human teachers uniquely bring to the classroom.
What Are "The Rochester Provocations" and Why Do They Matter?
The TeachingAbout.AI group produced eight deliberately uncomfortable statements called "The Rochester Provocations," designed to prompt deeper thinking about AI and how schools may need to reframe their approaches. These provocations challenge conventional wisdom about AI in education:
- The Real Problem: There is no AI problem; education itself is a wicked problem, and assuming there is an AI-in-education problem risks thinking there is an AI solution.
- Student Accountability: Schools can be agents of validity or victims of cheating; focusing on preventing cheating leads to adversarial relationships with students, while meaningful tasks lead to accurate understanding of student learning.
- Assessment Redesign: Assessments were broken before AI arrived; schools need to rethink how they understand and implement assessment, including emphasis on valid assessments in teacher training programs.
- The Impossibility of AI-Proofing: There is no such thing as AI-proof assessments, careers, or anything else; the ubiquity of AI and pace of growth make AI-proofing a problematically alluring impossibility.
- Human Teacher Value: Most things a human teacher can do, AI can mimic; if schools cannot identify and prioritize what human teachers bring to the classroom, they risk replacement and must research the impact of human ingenuity, creativity, and relationships.
- Teacher Empowerment: Teachers must have permission to compromise, diverge, and iterate; schools must develop a supportive and collaborative culture where teachers are empowered to seek better solutions.
- Seizing the Opportunity: The real AI crisis is how schools take advantage of the opportunity; there will not be a perfect solution, but students, teachers, institutions, and society have an opportunity to explore innovative changes.
- Unavoidable Reality: Avoidance of AI in education is not an option; AI is unavoidable, and a failure to address harm reduction feeds into the ongoing public health emergency created by intentional algorithm design.
These provocations represent a philosophical shift from viewing AI as a threat to viewing it as a catalyst for rethinking education itself.
How Are States Responding to AI in Schools?
Thirty-four states, plus Puerto Rico, now offer official guidance or policy for the use of AI in schools, according to AI for Education, a business offering services to K-12 schools including AI literacy training and policy development. The vast majority of these states are offering guidance rather than requiring specific policies or creating policy templates.
There is an important distinction between policies and guidelines. Policies set formal, enforceable rules that define non-negotiables, such as acceptable use policies, Family Educational Rights and Privacy Act (FERPA) compliance, academic integrity policies, or bullying policies that could cover AI deepfakes. Guidelines, by contrast, provide flexible, practical advice for day-to-day decision-making, such as a school or district's vision for generative AI adoption, guidelines for academic integrity responses if generative AI is misused, an AI tool vetting process, and digital well-being and safety guidelines.
While guidelines lack the enforcement mechanisms of policy, they offer an advantage: they can be changed frequently based on feedback and technical advancements, whereas policy changes may require board or legal approval. Connecticut's Commission for Educational Technology has provided schools with comprehensive guidance on AI, and districts like Colchester Public Schools have focused on creating guidelines and best practices for both students and teachers, with academic integrity policies covering relevant areas of AI and academic honesty.
Steps Schools Can Take to Address AI Responsibly
- Develop Flexible Guidelines: Create guidelines rather than rigid policies so schools can adapt quickly to technological changes and feedback from educators without requiring lengthy board approval processes.
- Redesign Assessments: Rethink how student learning is evaluated to focus on meaningful tasks and valid assessment methods that cannot be easily circumvented by AI tools.
- Invest in Teacher Training: Provide professional development that helps teachers understand AI capabilities, identify what human educators uniquely offer, and experiment with new instructional practices in a supportive environment.
- Address Equity Proactively: Ensure that any AI restrictions or accommodations do not inadvertently disadvantage students with disabilities, multilingual learners, or those without home access to technology.
- Engage Stakeholders: Bring together librarians, teachers, instructional leaders, researchers, and technologists to collaboratively explore how AI should fit into the school's educational mission.
The TeachingAbout.AI project has made its full report available as a free, Creative Commons 4.0 licensed document on its website, along with the libraryready.ai scope and sequence curriculum framework. Policymakers will soon have access to a free policymakers report and a professional learning course pilot.
The fundamental message from educators and researchers is clear: the challenge is not to keep AI out of schools, but to fundamentally rethink what education should be in a world where AI is ubiquitous. Schools that ignore this shift risk falling further behind, while those that embrace the opportunity to redesign their practices may discover new ways to support student learning and teacher growth.
