Why Schools Are Rushing Into AI Tools Without Proof They Actually Work

School districts across the United States are investing heavily in artificial intelligence tools for classrooms, even though a growing body of research suggests these products may harm students' ability to think independently. The education AI sector, which barely existed before ChatGPT's launch in 2022, reached $730 million in 2026 and is projected to grow by 40% annually for the next decade, reaching $18.5 billion by 2036.

The rush reflects a genuine problem: students and teachers are already using AI tools, often in ways that undermine learning rather than support it. A chemistry teacher at Los Altos High School in California noted that students can simply input homework questions into Google's AI summary feature and receive answers without doing the work themselves. Tech companies are positioning their specialized AI products as solutions, promising to help teachers save time on lesson planning and grading while offering "personalized learning" bots that supposedly deliver spectacular academic gains.

But without rigorous research proving these tools work, experts worry that children have become test subjects for the next big tech experiment. "There has been an absolute gold rush," said Kris Hagel, chief information officer at the Peninsula School District outside Tacoma, Washington.

What Does the Research Actually Show About AI in Schools?

The evidence supporting AI education tools remains thin. According to Chris Agnew, director of the Generative AI for Education Hub at Stanford University, the effectiveness of "personalized learning" chatbots has not been independently established by researchers, and very few rigorous studies have even been conducted. "I have not seen anything that shows we can replace the human teacher, nor should we," Agnew noted.

Most AI education startups, including Bloomy, an AI learning bot developed by former McKinsey consultant Alex Southmayd, have only conducted pilot studies in charter schools. These results have not been subject to randomized, controlled trials that compare them to regular classroom instruction. The lack of independent verification has not slowed the market's expansion, however. An estimated 85% of teachers and 86% of students already use generative AI in their schoolwork, according to the Center for Democracy and Technology.

How Are Schools Supposed to Vet These Tools?

The federal government has not established standards to help school districts evaluate AI education products. The Trump administration has actually pushed schools to adopt AI, with the Department of Education issuing guidance in July 2025 that encourages educators to "harness the potential of AI" through "high-quality" instructional materials and "AI-enhanced high-impact tutoring." However, the department has not provided frameworks to help local officials determine which tools are actually safe and effective.

Without federal guardrails, more than 30 states have adopted their own guidelines. A few, including Wyoming and North Carolina, have provided districts with robust frameworks to balance technology's promise with its risks. Wyoming's Department of Education created a video titled "Threat Assessment" that warns AI is "already here, inside the ed tech tools you're probably already paying for" and lists red flags including apps that collect student data, target students with advertisements, or may harm their ability to learn.

Wyoming also provides vetting tools to districts, including a chatbot developed by Project Unicorn, a consortium of nonprofit organizations and school associations, that evaluates other AI applications. However, even Project Unicorn includes a disclaimer on its website: "While every effort has been made to ensure accuracy and relevance, please treat all information as guidance and informational rather than final legal, technical or purchasing advice".

Steps to Evaluate AI Education Tools Responsibly

  • Demand Independent Research: Before adopting any AI education product, require vendors to provide evidence from randomized, controlled trials comparing their tool to traditional instruction, not just internal pilot results from charter schools.
  • Assess Data Privacy Risks: Review what student information the tool collects, how it's stored, and whether it's shared with third parties. Consult your district's legal and compliance teams before uploading any student data.
  • Check for Transparency: Ensure the vendor can explain how the AI makes decisions and whether it has been tested for bias. Avoid tools that operate as "black boxes" where outcomes cannot be understood or explained.
  • Pilot Before Full Rollout: If you do adopt a tool, start with a small pilot group and measure actual learning outcomes over time, not just student engagement or satisfaction scores.

The lack of clarity around AI education tools has already opened the door to corruption. In June 2026, Los Angeles Unified School District Superintendent Alberto Carvalho resigned after his home was raided by the FBI amid an investigation into a district contract for an AI chatbot. Two weeks later, New York City Schools Chancellor Kamar Samuels asked principals to pause purchases of AI software after city council members demanded a moratorium on AI use in schools "until rigorous guardrails can be developed with public and expert input, to prevent serious damage to NYC children and their future". A broader petition seeking a two-year moratorium on generative AI use in city schools has generated thousands of signatures.

Meanwhile, frontier AI companies are using schools as a market capture strategy. Anthropic and OpenAI have announced they are offering their Claude and ChatGPT products to educators for free, but only temporarily. Anthropic's free commitment expires in June 2027, while OpenAI's expires in June 2028. "They want to capture the market. We've seen this many times before," Agnew said. When asked whether ChatGPT would remain free for educators after the promotional period ends, OpenAI's vice president of education, Leah Belsky, declined to speculate but said helping teachers is part of the company's mission.

The tension between AI's potential and its unproven track record in education reflects a broader pattern in tech: companies move fast and deploy widely, while researchers struggle to keep up with rigorous evaluation. For school districts with limited budgets, the pressure to adopt AI tools is real. But without independent evidence that these products actually improve learning, educators and parents face a difficult choice: embrace the gold rush or wait for proof.
