According to Data Center Map, 31 completed or planned data centers are now operating or under construction across four Wyoming markets, not counting a recently proposed facility east of Wheatland. These facilities consume enormous amounts of energy and water, resources that are already stretched thin in the semi-arid state.

Cheyenne, Wyoming's capital, faces particular challenges. The city obtains roughly half its water through diversions and a water-sharing agreement from across the Continental Divide, 115 miles away, where the Colorado River Basin itself is already oversubscribed and troubled. When the Meta contractor's closed-loop cooling system leaked the bacterium into the city's recycled water system, it forced officials to take the system offline for significant remediation and switch to drinking water for irrigation, a precious resource that cannot be easily replaced.

The contamination discovery prompted swift action from elected officials. U.S. Representative Harriet Hageman demanded answers from Meta Platforms CEO Mark Zuckerberg, and the incident drew international attention when the International Business Times reported that "Meta's 'Good Neighbour' Image Crumbles." Notably, Meta appealed the city's violation notice the following week, requesting more information on the testing and data used to identify the source.

What Major Data Center Projects Are Planned Across Wyoming?

The scale of Wyoming's data center expansion is staggering. Microsoft plans to purchase more than 3,000 acres of ranch land south of Cheyenne, owned by the family of Wyoming U.S. Senator Cynthia Lummis, for its data center expansion. On the western side of the state, Prometheus Hyperscale is developing "Project Torch" in Evanston on a 4,100-acre ranch, which would have up to 1.2 gigawatts of power capacity by the end of 2029, enough electricity to power between 500,000 and one million homes at any given time, according to the Nuclear Regulatory Commission.

The most contentious proposal involves Site Layer 4, a New York-based firm seeking to build a data center on the Lazy V Six ranch near Wheatland on 5,344 acres. The project drew more than 400 comments when announced on social media, with residents expressing concerns about water availability and rapid development. The Platte County Planning and Zoning Commission is scheduled to hear the proposal on August 26, 2026.

The Meta contamination incident has crystallized fears among Wyoming residents that tech companies are moving too fast and that rural communities lack adequate regulatory frameworks. Kathryn Stevens, who moved to her family's property near Wheatland seeking a rural lifestyle, expressed frustration with the pace of development. "These companies are taking advantage of rural communities that don't have regulations in place for these facilities," she told WyoFile. However, residents counter that the promised benefits do not offset environmental and resource risks. Comments on the Wheatland project's Facebook announcement included "We don't want it," "Look at the current water crisis," and "Put in NY," reflecting widespread skepticism.

What Are Policymakers Doing to Address Data Center Growth?

Wyoming Governor Mark Gordon responded to community concerns by signing an executive order titled "Data Centers the Wyoming Way" in early June 2026, establishing a framework for development. "The order sends a clear message," Gordon stated. "We welcome technological innovation, but it will be done on Wyoming terms".

Gubernatorial candidates are also weighing in on the issue. Republican candidate Brent Bien called for repeal of a 2010 bill that he said gave "significant tax cuts" to AI data centers, arguing that "large corporations should not receive tax cuts that are unavailable to small businesses." He would oppose new AI data center development, particularly on state and agricultural lands.

Other Republican candidates have proposed different approaches. Eric Barlow said proposals should be decided locally, with the state's role limited to protecting water resources from misuse, preventing higher electricity rates, and ensuring communities receive truthful information. Megan Degenfelder called for closed-loop cooling systems, Wyoming workers, workforce education, and local community accommodation, and said developers should not build if their projects would increase rates for residents.

The Meta contamination incident has become a test case for whether Wyoming can balance technological innovation with environmental protection. As more data centers move forward, the state faces a critical question: can regulatory frameworks keep pace with corporate expansion, or will communities continue to bear the costs of rapid industrial development?
