ChatGPT Ads Launch in India: How OpenAI Is Monetizing One of Its Largest Markets

OpenAI is bringing advertisements to ChatGPT in India starting this week, allowing over 50 brands to reach the platform's 100 million weekly active users while the company pursues a new revenue stream beyond paid subscriptions. The rollout represents a significant expansion of OpenAI's advertising strategy, which began in the United States in February 2026, and signals how the company plans to make AI tools accessible to broader audiences without relying solely on subscription fees.

Why Is India Such a Critical Market for ChatGPT's Ad Strategy?

India has emerged as one of OpenAI's largest markets globally, with weekly active users doubling year-over-year according to the company. The sheer scale of this user base makes India an attractive testing ground for advertising, particularly because Indian users rely heavily on ChatGPT for research, product comparison, and decision-making rather than simple information lookup. Dave Dugan, Vice President and Head of Global Ads Solutions at OpenAI, explained the opportunity this represents.

"India is one of the most dynamic markets in the world for how people use ChatGPT to learn, build, and discover," said Dugan, noting that many users rely on ChatGPT to explore options and make decisions rather than simply search for information.

This user behavior creates what OpenAI calls "high-context moments," where consumers are actively evaluating products and services. For advertisers, this means reaching potential customers at precisely the moment they're making purchasing decisions, a proposition that traditional search advertising has long capitalized on.

How Will ChatGPT Ads Work in India?

  • Ad Placement: Advertisements will appear below ChatGPT's AI-generated responses when OpenAI determines a relevant sponsored product or service exists, clearly labeled as sponsored content and visually separated from the chatbot's answers.
  • User Eligibility: Ads will display to logged-in users aged 18 and above on the Free and Go subscription tiers, while ChatGPT Plus, Pro, Business, Enterprise, and Education subscribers will continue using the service without advertisements.
  • Sensitive Topic Exclusions: OpenAI will exclude advertisements from conversations involving sensitive or regulated subjects, including mental health, politics, and other protected categories.
  • Privacy Protections: Advertisers will not receive access to user conversations, chat history, personal memories, or demographic information for targeting purposes; instead, they receive only aggregated campaign metrics like impressions and clicks.
  • User Controls: Users can dismiss advertisements, provide feedback on ads, manage personalization settings, and clear data used for advertising at any time.

The advertising system does include a personalization component. If users ask ChatGPT to remember their preferences, interests, or other personal traits, some of that information may influence which ads appear. However, OpenAI emphasized that users can disable personalization and clear advertising data whenever they choose.

What Does This Mean for Businesses and Advertisers?

OpenAI has partnered with major advertising agencies WPP and Omnicom to support the initial rollout in India, with more than 50 brands expected to launch campaigns this week. The company described these agency partnerships as non-exclusive and indicated plans to work with additional agencies as the program develops.

Starting September 4, a self-serve advertising platform will become available to businesses of all sizes. Companies can begin advertising with daily budgets as low as Rs 725, roughly equivalent to about $9 USD, making the platform accessible to small and medium-sized enterprises alongside major brands. This low entry point contrasts sharply with traditional digital advertising platforms, which often require significantly higher minimum spend commitments.

"With ChatGPT Ads, businesses of every size can introduce themselves at relevant, high-context moments when decisions are beginning to take shape," said Dave Dugan, emphasizing OpenAI's goal to make advertising useful while preserving ChatGPT's core value proposition.

OpenAI positioned advertising revenue as a means of supporting continued investment in free and affordable access to AI tools, suggesting that ad revenue will help subsidize free-tier access for users who cannot afford paid subscriptions.

How Does This Fit Into OpenAI's Broader Monetization Strategy?

The India launch follows OpenAI's advertising pilot in the United States, which began in February 2026, and reflects a broader industry trend toward advertising as a revenue model for AI platforms. Microsoft Copilot and Google's AI Overviews have also introduced advertising formats, while Anthropic's Claude remains a notable exception, continuing to position itself as an ad-free alternative.

By introducing advertising alongside subscription tiers, OpenAI is building a diversified revenue model that doesn't rely exclusively on paid plans. This approach allows the company to offer free access to a broader global audience while generating revenue from both premium subscribers and advertisers seeking to reach engaged users. The strategy reflects the reality that while subscription revenue is important, advertising represents a potentially larger revenue opportunity given the massive scale of free-tier users.

For users concerned about the integrity of ChatGPT's responses, OpenAI has sought to draw a clear distinction between advertising and the chatbot's core function. The company stated that advertisements will not influence the answers ChatGPT generates, which will continue to be based on what is most useful to the user rather than advertiser interests. Whether users ultimately trust this separation between sponsored content and organic responses remains to be seen as the advertising program expands globally.
