EU Officially Classifies ChatGPT as a Search Engine. Here's Why Brands Need a New Strategy.

The European Commission has officially classified ChatGPT as a "Very Large Online Search Engine" under its Digital Services Act, fundamentally reshaping how brands approach online visibility. With over one billion weekly active users globally, ChatGPT now carries the same legal designation as Google and Bing, signaling that product discovery is rapidly shifting from traditional search results pages to AI-generated answers.

This regulatory classification reflects a reality brands have been grappling with for months: a growing share of customer discovery happens inside synthesized AI recommendations rather than on ranked search results. But here's the catch: optimizing for traditional search no longer guarantees visibility in these AI answers, because each AI platform cites sources differently.

Why Traditional SEO Tactics Are Failing in the AI Era?

For two years, the standard advice for AI visibility has been to add structured data markup like JSON-LD and FAQ schema to help machines parse your content. It sounded logical: AI engines are machines reading content, so making content machine-readable should help. Then researchers actually tested it.

In May 2026, Ahrefs published a rigorous study tracking 1,885 pages that added JSON-LD structured data between August 2025 and March 2026, compared against similar pages that never added schema. The result was striking: AI Mode showed only a 2.4% citation increase, ChatGPT showed 2.2%, and Google AI Overviews actually declined slightly. These changes were so small they fell within statistical noise.

Four days before that study published, Google deprecated FAQ rich results entirely, effectively ending years of advice about schema optimization for AI visibility. The underlying problem is that classification is not selection. Being legible to a model is not the same as being chosen by one, and that gap is where most AI visibility budgets are currently disappearing.

What Actually Predicts Whether AI Platforms Will Cite Your Brand?

The data points to a different mechanism entirely. Ahrefs analyzed 75,000 brands across AI Overviews, ChatGPT, and AI Mode and found that branded web mentions correlate with AI visibility at 0.664, while traditional backlinks correlate at only 0.218. YouTube mentions performed even better, at 0.737.

This finding reveals something counterintuitive: the unit of measurement changed, but the underlying work stayed identical. A link and an unlinked mention are usually the same event: somebody at a publication your buyers actually read decided your company was worth referencing. Sometimes they hyperlink it; sometimes they don't. AI engines count both. You did not do two different things to earn them.

The challenge is compounded by the fact that no two AI platforms cite the same sources. Here are the core strategies brands should prioritize:

  • Track visibility per platform: Each AI agent generates different answers for different phrasings of the same question, so a single spot-check reveals very little. Brands need to run their category prompts across ChatGPT, Gemini, AI Overviews, Perplexity, Amazon Rufus, Alexa for Shopping, and Walmart Sparky at scale, measuring prompt-by-prompt where they appear versus competitors.
  • Analyze citation patterns by source: Moz found that 88% of Google AI Mode citations fall outside the organic top 10, and ChatGPT shows only 6.5% URL overlap with Google's top results. Cross-platform, citation volume for the same brand can vary by up to 615 times between platforms, meaning there is no single technical playbook that works everywhere.
  • Focus on earned authority over technical optimization: The only strategy that pays off across all platforms is becoming the kind of company that gets referenced by sources all four of them already trust. This means building relationships with trade publications, industry analysts, and media outlets your buyers already read, rather than engineering for algorithmic preferences that change monthly.

Moz's 2026 analysis documented the scale of this divergence: ChatGPT leans heavily on Bing's index and parametric knowledge from training data, Perplexity retrieves live and rewards recency, and Google runs query fan-out, splitting searches into sub-queries and citing whatever surfaces across them.

The technical foundation still matters, but only as table stakes. Your content management system needs to render content server-side fast enough that crawlers get the text, avoid blocking AI crawlers in robots.txt files, use clean HTML with real headings, and maintain stable URLs. Content should not be buried 900 words down a page, since cited passages skew heavily toward the top of source documents.

What Does This Mean for Brands Right Now?

The EU's classification of ChatGPT as a search engine is not just regulatory theater. It reflects a structural shift in how consumers discover products and information. Brands that continue treating AI visibility as a technical problem to be solved with schema markup and CMS migrations will find themselves increasingly invisible in the platforms where their customers are actually searching.

The real work is editorial and strategic: earning mentions in publications your buyers trust, building relationships with industry voices, and ensuring your brand is part of the conversation in your category.
