Inside the European Parliament's AI Dilemma: Can You Regulate What You're Already Using?

The European Parliament is launching an internal AI platform to manage how lawmakers and staff use generative AI tools, even as the institution struggles with the fact that roughly 20 percent of its workforce already relies on AI daily without any requirement to disclose it. The move reveals a fundamental tension at the heart of Europe's AI regulation: the lawmakers writing the rules are themselves grappling with how to govern the technology in their own workplace.

Why Is the European Parliament Building Its Own AI Hub?

The European Parliament's new platform, called EPGenAI Hub, will give lawmakers and staff access to AI models from Meta, OpenAI, Anthropic, and France's Mistral. The platform is currently being tested and could begin rolling out as early as September 2026, according to people familiar with the plans. The goal is straightforward: create a controlled environment where parliamentary work stays within the institution's infrastructure rather than being fed into public AI systems like ChatGPT.

The urgency behind the project became clear in July 2026, when several committee chairs raised alarm about the growing use of AI-generated content in parliamentary work. According to three people familiar with the discussion, MEPs and their assistants were increasingly using AI to draft amendments, parliamentary questions, and other legislative material. The concern isn't just about efficiency; it's about quality and integrity. Committee chairs worried that AI-generated content was introducing errors, misleading information, and even hallucinated references to laws that do not exist.

"Parliament has not been immune to AI slop and misleading AI-generated content. MEPs must lead by example as the AI Act's transparency rules become applicable," said Brando Benifei, the Socialists and Democrats lawmaker who led Parliament's work on the AI Act.

What Does the New Platform Actually Offer?

A beta version of EPGenAI Hub reviewed by POLITICO shows that users will have two categories of options. The first includes locally operated models that run securely within Parliament's own infrastructure, such as Meta's Llama, OpenAI's GPT-OSS, and Mistral Small. The second category offers more powerful externally hosted models, including OpenAI's ChatGPT and Anthropic's Claude Sonnet.

The platform has already been presented to MEPs and staff at workshops. One workshop email promised to demonstrate "practical, everyday applications that will help you work smarter and faster," according to materials seen by POLITICO. However, the Parliament's press service noted that the model offerings are undergoing revision, especially in light of newly available open-source and European Union sovereign models from sovereign cloud providers recently contracted by the European Commission.

How to Manage AI Use in Democratic Institutions

  • Establish Clear Disclosure Requirements: MEPs are currently under no obligation to disclose whether amendments, questions, or other parliamentary work were produced with AI assistance. Creating mandatory labeling and transparency rules would help voters and colleagues understand which content is AI-generated.
  • Implement Internal Guidelines and Training: Parliamentary employees are already subject to separate internal guidelines adopted in April 2024, which require staff to label AI-generated work with an "AI-assisted" disclaimer and prohibit entering sensitive information into public generative AI systems. Regular training and updates ensure staff understand these rules.
  • Provide Controlled, Institutional Alternatives: Rather than banning AI outright, offering secure, in-house platforms allows lawmakers and staff to use the technology while maintaining data protection and reducing the risk of sensitive parliamentary material leaking into public AI systems.

The guidelines that Parliament's employees follow already warn that inaccuracies produced by AI technology risk creating or spreading misleading information or material that misrepresents the Parliament. Yet these rules apply only to staff, not to the lawmakers themselves.

The Sovereignty Paradox: Building European AI While Relying on American Companies

The rollout of EPGenAI Hub opens the institution further to American AI companies, even as Brussels pursues a parallel effort to reduce the bloc's dependence on U.S. technology. This sits uneasily with the Parliament's own drive for greater digital sovereignty. In recent months, the institution has replaced Google with the French search engine Qwant and disabled built-in AI features on MEPs' tablets over cybersecurity and data protection concerns.

The tension reflects a broader challenge facing European policymakers: the most capable AI models today are built by American companies, yet Europe's regulatory framework and strategic goals emphasize autonomy from U.S. technology. The Parliament's decision to include models from Mistral, a French AI company, suggests an attempt to balance this tension, but the inclusion of OpenAI and Anthropic models indicates that European alternatives are not yet sufficient to meet the institution's needs.

What Do the New EU AI Act Transparency Rules Require?

The timing of EPGenAI Hub's rollout is significant because it coincides with the activation of new transparency obligations under the EU AI Act. Article 50 of the AI Act takes effect on August 2, 2026, and sets out transparency obligations for providers and deployers of certain AI systems, including generative and interactive AI systems and deepfakes.

Under these rules, AI providers must design systems in a way that ensures individuals are explicitly informed whenever they interact with an AI system directly. Additionally, providers must add machine-readable marks to enable the detection of AI-generated or manipulated content. Deployers of AI systems must inform individuals when they are exposed to emotion recognition and biometric categorization tools, deepfakes, and text publications on matters of public interest without human review or editorial control.

The European Commission adopted detailed guidelines on July 20, 2026, to offer practical guidance to competent authorities, as well as providers and deployers of AI systems. The aim is to ensure compliance with the transparency obligations under Article 50 of the AI Act in a consistent, effective, proportionate, and uniform manner. These guidelines clarify the notion of "providers and deployers of AI systems," setting clear expectations regarding which transparency obligations apply to each stakeholder along the value chain.

The guidelines also explain how compliance with the transparency obligations may be demonstrated, including through adherence to the Code of Practice on Transparency of AI-generated content. Providers and deployers of generative AI systems that decide not to adhere to the code will have to demonstrate compliance with obligations for marking and labeling of AI-generated content through alternative equivalently adequate means.

The Irony of Lawmakers Regulating What They Cannot Yet Control

The Parliament's situation underscores a fundamental challenge facing regulators worldwide: the technology is moving faster than governance can keep up. Around 2,100 people use AI daily in the Parliament, representing approximately 20 percent of all staff. Yet until now, there has been no institutional mechanism to track, control, or even understand how that AI is being used.

Barry Andrews, an Irish Renew lawmaker who chairs the Parliament's development committee, acknowledged the reality on the ground. "It is already clear that some MEPs are using AI to draft parliamentary questions, speeches and amendments," Andrews said. "That is their choice and I fully understand given our workload. But for me personally, these are core democratic functions which voters elected us to perform".

The Parliament's response is pragmatic rather than restrictive. Rather than imposing a blanket ban on AI use, the institution is attempting to channel that use into a controlled environment where data stays within the institution and where the risks of AI-generated errors or misleading content can be better managed. Whether this approach will be sufficient to maintain the quality and integrity of parliamentary work remains to be seen.
