Naver's $700 Million Bet: Why Korea's Tech Giant Is Burning Cash on AI Infrastructure
Naver, South Korea's largest internet company, is making a bold wager that artificial intelligence computing services will become its next major growth engine, even if it means accepting significant near-term losses. The company is investing heavily in what it calls an "AI factory," a massive infrastructure project designed to sell computing capacity to customers while keeping the most capital-intensive assets off its own balance sheet. Nvidia is investing roughly $1 billion directly in Naver, while infrastructure investor Brookfield is in talks to commit as much as $9 billion to finance the graphics processing units (GPUs) and data centers that will power the operation.

Why Is Naver Willing to Accept Lower Profits Now?
Naver's second-quarter earnings revealed the cost of this ambition. The company's operating profit missed analyst expectations as investment expenses climbed across the board. Partner expenses rose 22 percent, marketing costs jumped 25.4 percent, and development and operating expenses increased 15.2 percent. The AI factory itself will not generate revenue before 2027, meaning investors are looking at at least another year of profit pressure before seeing returns on this massive bet.
Yet Naver is not ignoring shareholder concerns entirely. On August 3, the company retired 4.9 million treasury shares, equivalent to 3.1 percent of total shares outstanding, worth roughly 1 trillion won, or approximately $700 million. This move signals that even as the company pours money into AI infrastructure, it remains committed to returning value to shareholders. Despite this gesture, Naver shares fell 7.5 percent on the day of the announcement as investors focused on stagnant earnings and the near-term burden of AI investment rather than the longer-term promise of the new business.
What Risks Could Derail Naver's AI Factory Plans?
The greatest uncertainty facing Naver's AI factory is technological change. If inference workloads, the computational tasks that run trained AI models in production, increasingly migrate from Nvidia GPUs to customized AI accelerators built by other companies, the economics of the business could shift dramatically. Naver has acknowledged this risk and said it plans to adjust pricing and contract structures as computing technology evolves.
To manage these risks, Naver is taking several precautions. The company is already one of Korea's largest users of AI computing capacity, allowing internal demand to be combined with external customers to stabilize utilization. Customer contracts will be staggered rather than concentrated around a single duration, reducing the risk that all contracts expire at once. Naver has also said the AI factory and commerce businesses are managed separately, and that GPUs currently powering its platform services will not be transferred into the new SPV.
Are There Early Signs That AI Is Working for Naver?
Despite the near-term margin pressure, there are encouraging signals that AI is beginning to improve economics elsewhere on Naver's platform. Naver's AI tab, a feature that provides AI-generated summaries and insights, surpassed 10 million monthly active users by early August. Advertising attached to AI Briefing has generated click-through rates and cost-per-click levels more than 30 percent higher than conventional search advertising, while purchase conversion has been about three times higher.
Naver's commerce business also remained resilient in the second quarter, providing a foundation for the company's broader strategy. Smart Store transaction value increased 15.5 percent from a year earlier, while N Delivery volume surged 76 percent in June. Delivery coverage exceeded 20 percent and is expected to reach 25 percent by year-end.
Naver's gamble reflects a broader shift in how technology companies are approaching artificial intelligence. Rather than building AI models in-house, companies increasingly need access to massive computing resources to train and run these systems. By positioning itself as a provider of that computing capacity, Naver is betting that it can capture a significant share of a market that is expected to grow rapidly as AI adoption accelerates across industries.
