Robotaxis Are Scaling Faster Than They Can Fix Their Problems. Here's What That Means for Riders.
Robotaxi companies are expanding their services at a rapid pace, but they're discovering new problems just as quickly as they scale. Waymo opened its Dallas service to the general public this week after initially limiting rides to waitlisted users, while Amazon-owned Zoox announced plans to begin charging for rides in Las Vegas. Tesla has added new service areas in Florida and Texas, and Waymo plans to launch a commercial service in London by year's end. Yet as these companies take on more passengers, they're running into issues that reveal the gap between marketing claims and real-world performance.
What Problems Are Robotaxis Actually Encountering?
The robotaxi industry has experienced a series of operational challenges that go beyond the occasional safety incident. Nearly 150,000 people have tried Waymo since February, but riders and regulators have documented recurring issues that suggest the technology is not yet as mature as companies suggest.
In May, Waymo suspended freeway rides after discovering problems with how its vehicles behaved around construction zones. Freeway routes are critical for the company's business model because they enable longer, more lucrative trips like airport runs. After company-issued software updates, Waymo gradually restored freeway service last week, demonstrating how a deployed feature can be disabled for real-world passengers to resolve newly discovered issues.
Beyond construction zones, robotaxis have struggled with urban chaos and emergency response scenarios. Videos posted online show Waymo vehicles obstructing emergency-response scenes, and Waymos were immobilized during heavy traffic in San Francisco on July 4th. The National Highway Traffic Safety Administration (NHTSA) documented what it called a "clear pattern of driverless AVs interfering with law enforcement and other first responders," according to a July 8 letter from NHTSA Administrator Jonathan Morrison.
Smaller quirks also plague the experience. In one incident recounted in The Wall Street Journal, a Waymo inexplicably made a wrong turn, and the vehicle "shuddered to a stop" before the rider essentially ejected themselves from the ride. A Waymo representative told the rider there was nothing that could be done.
Why Are Edge Cases Becoming a Bigger Problem Now?
Phil Koopman, an autonomous vehicle safety expert and emeritus professor of electrical and computer engineering at Carnegie Mellon University, explained the core tension facing the industry: as robotaxi fleets grow, problems that were previously rare enough to ignore become impossible to overlook.
"When you have a hundred cars, you're at the threshold where stuff that used to be so rare you could ignore it, you can't ignore it anymore," Koopman told Business Insider.

Koopman also raised a critical question about the pace of expansion: "The question is, as they expand, can they fix [the problems] as fast as they find them? And with floods and construction zones and a bunch of other things, the answer is they haven't been able to fix them".
How to Understand What Robotaxi Riders Should Expect
- Safety incidents are rare but not nonexistent: While Waymo claims its data prove autonomous vehicles are safer than human drivers, riders should expect occasional unexpected behaviors. Koopman noted that "anyone who expects this technology to be perfect or always do exactly the same thing, you're in for disappointment."
- Different companies have different oversight levels: Waymo's driverless service in California is subject to public reporting requirements through the California Public Utilities Commission (CPUC), while Tesla's robotaxi interventions by human safety monitors are not captured under the same regulatory framework.
- Feature rollbacks can happen without warning: When robotaxi companies discover problems with deployed features, they may disable those features for all passengers, as Waymo did with freeway rides in May.
- Urban environments present unpredictable challenges: Construction zones, emergency scenes, heavy traffic, and other real-world chaos continue to confuse autonomous systems in ways that are difficult to predict or fix quickly.
The regulatory response has intensified as these problems accumulate. San Francisco's pro-tech mayor, Daniel Lurie, called for stricter statewide regulations last month, and federal regulators have begun warning autonomous vehicle developers about the specific pitfalls they face in active emergency scenes.
The core issue is one of speed and scale. Robotaxi companies are expanding operations across multiple cities and regions simultaneously, taking on hundreds of thousands of passengers. But the problems they encounter in the field require software updates, testing, and regulatory approval before they can be resolved. As fleets grow, the number of edge cases multiplies faster than the companies' ability to address them.
For riders, this means the robotaxi experience is improving but remains unpredictable. The technology is safe enough for regulators to permit commercial operations, but not so mature that passengers should expect flawless performance. As Koopman emphasized, the safety challenge is not making autonomous vehicles perfect, but ensuring that the strange behaviors they exhibit remain benign rather than dangerous.
