The Global Backlash Against AI Data Centers Is Growing Faster Than Anyone Expected
Public opposition to AI data centers is intensifying worldwide, with environmental concerns emerging as the strongest predictor of whether people will take action to stop them. A randomized controlled trial of 3,467 participants found that environmental impacts ranked far above other concerns like job displacement or existential AI risks when it comes to motivating people to oppose data center projects in their communities.
Why Are Communities So Angry About Data Centers?
The backlash reflects genuine concerns about the infrastructure required to power artificial intelligence. Unlike traditional data centers that primarily store information or host websites, AI facilities perform intensive mathematical calculations to train and operate machine-learning models. The high-density computing hardware generates three to five times more heat than standard racks, requiring extensive, continuous cooling systems.
A Gallup survey found that 71 percent of Americans oppose building an AI data center in their local area, with 48 percent strongly opposed. Remarkably, opposition to living near a nuclear power plant was markedly lower, at 53 percent. When asked why they object, respondents most often cited environmental concerns including water consumption, energy demand, land use, noise, and air pollution, along with the lack of community consent in decision-making processes.
The scale of the environmental footprint is staggering. Data centers consumed approximately 1.5 percent of global electricity in 2024, with consumption predicted to double by 2030. In the United States, data centers accounted for roughly 4.4 percent of electricity use in 2023, a figure that could reach between 6.7 and 12 percent of total U.S. electricity demand by 2028.
What Emotions Actually Drive People to Act Against Data Centers?
The research from Social Change Lab tested 11 different arguments about AI's potential harms, ranging from environmental effects to job losses, algorithmic bias, surveillance risks, and even extinction scenarios. The results surprised many observers in the AI accountability movement.
Environmental impacts emerged as the strongest predictor of willingness to take action. Job displacement, the issue people mention most unprompted in casual conversations, ranked much lower. Extinction risk came last. Perhaps most significantly, the emotion most strongly associated with action was not fear or anxiety, but anger. This finding has major implications for climate organizers and funders seeking to mobilize public opposition to data center expansion.

How Communities Are Successfully Blocking Data Center Projects
- Local Organizing: Residents in Zeewolde, Netherlands, plastered posters on town halls, organized petition drives, and conducted nonviolent direct action to oppose Meta's proposed 200-megawatt hyperscale data center on 410 acres of reclaimed farmland. Days before the December 2021 vote, 20 Extinction Rebellion activists occupied the council building's public hall with banners reading "We want Greta, not Meta."
- National Political Pressure: Allies in The Hague pressed a different lever by urging parliament to use leverage over state-owned land that Meta needed for the project. Within months of the initial council approval, the Dutch government imposed a moratorium on new hyperscale developments, local elections delivered an anti-data center council majority, and the Dutch Senate blocked the sale of government-owned land Meta required.
- Legal Challenges: In the United States, the Sierra Club filed a lawsuit in Wisconsin challenging the state Department of Natural Resources decision to not require an Environmental Impact Statement for the proposed Vantage Data Centers campus in Port Washington, arguing the project's scale warrants comprehensive environmental review before construction proceeds.
The Zeewolde victory proved particularly significant because it was written into national law by a parliament that grassroots campaigners had won over. By July 2022, Meta had abandoned the project entirely. The Netherlands subsequently restricted hyperscale facilities over 70 megawatts to just two designated sites.
In the United States, the movement has grown with remarkable speed. The New York State Assembly recently passed what could become the country's first statewide moratorium on data center construction. Seattle became the largest American city to adopt a moratorium after residents generated more than 96,000 emails to the city council. More than 500 organizations from 47 states have joined the Stop Data Centers Coalition.
What Are the Specific Environmental Concerns Driving Opposition?
In Wisconsin, the Sierra Club's lawsuit against the Vantage project highlights several concrete environmental risks. The Port Washington campus could require up to 3.5 gigawatts of power when completed, according to the organization. While Vantage's website states that 70 percent of the campus' power will originate from zero-emission energy resources, the remaining 30 percent would rely on gas-fired power plants that consume significant water, worsen air quality, and create climate pollution.
Backup diesel generators present another concern. The Vantage project received an initial operation permit for more than 40 diesel generators, which are needed to prevent service interruptions during power outages. Sierra Club estimates that if all 45 generators operated simultaneously for one hour, nitrogen oxide emissions would be equivalent to approximately 5.2 million vehicle miles traveled. This matters because Ozaukee County, where the project is located, is currently a non-attainment zone for the federal 2015 ozone standard, meaning ozone levels already exceed federal air quality standards.
Outside the United States, water consumption has become the flashpoint for conflict. In Santiago, Chile, community opposition forced Google back to the drawing board in 2024 after a court ruled that its proposed Cerrillos district data center had failed to account properly for climate change in assessing impacts on the city's overstretched aquifer. A second Google project in nearby Quilicura was halted by residents the same year.

In neighboring Uruguay, campaigners discovered that Google's proposed cooling system would use 2 million gallons of drinking water per day from a supply already under severe strain. The campaign's slogan captured the sentiment: "No es sequía, es saqueo," or "It's not drought, it's pillage." The project ultimately proceeded only after Google agreed to reduce its scale and abandon using water for cooling.
Why This Moment Matters for Climate Activism
The climate movement has spent decades searching for an issue that is local, immediate, genuinely winnable, and has broad political appeal. Data centers may prove to be exactly that. Unlike abstract metrics such as "CO2 parts per million," every data center is tangible. It requires a planning application, a zoning decision, a water permit, and elected officials willing to approve or reject it. These local decisions create concrete opportunities for organizing.
The movement is spreading rapidly. In Australia, Greenpeace is calling for a moratorium while community groups like Tomorrow Movement organize against major projects in Western Sydney. In France, data centers are featured in municipal election campaigns. Across Africa, where at least 11 governments have spent more than $2 billion on AI-enabled surveillance systems, AI infrastructure often raises concerns about surveillance as much as energy use.
Meanwhile, in Wisconsin, the Sierra Club hopes its lawsuit will establish a precedent for future large-scale data center developments. According to the organization, emails obtained through public records requests show that Department of Natural Resources staff initially indicated an Environmental Impact Statement would be required because of the project's size and scope, but the agency reversed course after project representatives expressed concerns that an EIS could delay development.
"We hope that in addition to securing an Environmental Impact Statement on the Port Washington project, DNR moves forward with conducting EISs on projects of this significance as a standard practice, one that we believe is required by law," said Elizabeth Ward, director of Sierra Club Wisconsin Chapter.

As Wisconsin positions itself as a hub for artificial intelligence infrastructure, with Microsoft announcing a $3.3 billion expansion of its Fairwater data center campus in Mount Pleasant and Vantage, Oracle, and OpenAI planning a $15 billion effort to expand computing infrastructure for artificial intelligence, environmental advocates argue the state must fully evaluate the long-term environmental impacts before approving these massive projects.
