The Hidden Cost of AI in Classrooms: Why Schools Are Pumping the Brakes

Major school districts are adopting sweeping restrictions on student use of generative AI tools, signaling a dramatic shift in how education systems view classroom technology. Los Angeles Unified School District (LAUSD) has implemented a moratorium on student access to generative AI (LLMs, or large language models like ChatGPT and Gemini) on district devices for the current school year, while New York City announced it will ban student-facing AI tools entirely in preschool through 8th grade classrooms, with limited use permitted in high schools.

The moves reflect growing concerns among educators and parents about the unintended consequences of AI in learning environments. At least one in four teenagers were already using ChatGPT for schoolwork as of January 2025, according to Pew Research Center data, and that number has likely grown since then. Yet educators are increasingly questioning whether convenience translates to genuine learning.

What Are Schools Actually Worried About?

The concerns go beyond academic integrity, though that remains a real issue. An 18% share of teens surveyed said it is acceptable to use ChatGPT to write essays, suggesting widespread normalization of AI-generated work. But the deeper worry centers on what students lose when they outsource thinking to machines.

First, when students rely on AI to produce written work, they forfeit opportunities to contribute their own knowledge and experiences to the learning process. Perry explained that students are not merely recipients of knowledge but producers of it, drawing on their unique life experiences to test, challenge, and extend what they learn in class. "LLMs cannot produce this knowledge," Perry noted. "They can facilitate, perhaps, but they cannot produce. The output of an LLM depends on what that LLM has been trained on, which in turn comes from work previously produced by humans".

"When a student uses an LLM to write a paper in response to a prompt about their perspective or their experiences, the LLM cannot say something new. It can produce a paper that may be broadly similar to that student's experiences, but it cannot tell that student's story," Perry explained.

The second concern is particularly acute in online learning environments. Discussion boards and asynchronous forums, traditionally the backbone of online community building, are degrading as students paste peer responses into AI tools to generate replies without actually reading or engaging with classmates' ideas. This erodes the human connection that helps combat isolation and loneliness in remote learning.

How Are Schools Rethinking AI Policy?

The restrictions being implemented are not one-size-fits-all. LAUSD's moratorium applies specifically to district-owned devices, though the district is still developing policy around student use on personal devices while logged into school accounts. Teachers, notably, are not barred from using AI on district devices. The approach reflects a nuanced recognition that AI itself is not the enemy; rather, how it is deployed matters enormously.

New York City's policy takes a developmental approach, recognizing that younger students may be more vulnerable to the risks of AI dependence. The New York school system will also limit screen time for younger students under its new policy, aligning AI restrictions with broader concerns about technology overuse.

The revelation of LAUSD's moratorium surprised even some board members. Board member Kelly Gonez noted that she, "even as a board member," was "under the expectation that we were still operating under last year's policy." The de facto moratorium came from senior district administrators acting on their own authority in the spirit of the school board's June vote to limit student screen time.

What Productive Uses of AI Remain Available?

Educators are not calling for a blanket ban on AI in learning. Instead, they are identifying specific, bounded uses that support rather than replace student thinking. Perry outlined several acceptable applications:

  • Brainstorming: Using AI to generate ideas and explore different angles on a topic before students develop their own original thinking.
  • Outlining: Leveraging AI to help structure arguments or organize research, with students retaining full responsibility for content and reasoning.
  • Editing: Employing AI for grammar and spelling checks, treating it as a tool similar to spell-check rather than a content generator.

These uses preserve student agency and intellectual ownership while reducing busywork. The distinction is critical: AI as a thinking partner differs fundamentally from AI as a thinking replacement.

Why Is This Moment Different?

The scale and capability of current generative AI systems have forced a reckoning that earlier educational technologies did not trigger. A new international peer-reviewed journal called "Intelligent Education," launched in September 2026, reflects the urgency of these questions. The journal's founding editorial noted that "artificial intelligence raises more fundamental questions about learning, teaching, cognition, human agency, and the organization of education itself".

The journal's scope acknowledges that the stakes extend far beyond whether a particular tool "works." Instead, educators and researchers must ask: "For whom does it work, under what conditions, through what mechanisms, toward what educational purposes, and with what intended or unintended consequences?". This framework suggests that the current wave of AI restrictions is not anti-technology but rather pro-learning, grounded in evidence about what actually builds competence and connection.

Parent activists who attended the LAUSD board meeting expressed relief at the moratorium. Bridie Lee, a leader of the advocacy group Schools Beyond Screens L.A., stated: "LAUSD has made history again. That apparently we have an AI moratorium, which we have been advocating for in all grades in LAUSD". The comment underscores that these policies are not emerging from administrative inertia but from sustained pressure to prioritize human learning over technological convenience.

As more districts follow LAUSD and New York City's lead, the question facing education systems is no longer whether to adopt AI, but how to integrate it in ways that augment rather than diminish the irreplaceable human dimensions of learning: the sharing of experience, the building of community, and the development of students' own voices and ideas.
