The Political Battle Over Waymo: Why Democrats Are Blocking Driverless Cars While Republicans Embrace Them

Waymo's self-driving robotaxis are thriving in Republican and swing states, but face a political wall in Democratic cities despite evidence they're significantly safer than human drivers. The driverless vehicles are currently available in California, Arizona, Florida, Georgia, Tennessee, and Texas. Why Are Democratic Cities Blocking Waymo?

In Democratic jurisdictions, a coalition of labor unions, anti-tech activists, and politicians has successfully kept driverless vehicles off the streets. Their concerns center on two main arguments: that the technology poses safety risks and that it will eliminate millions of jobs for professional drivers. This resistance is now playing out in Washington, D.C., where local officials recently introduced legislation that would allow robotaxis to operate.

The resistance reflects genuine concerns about disruption. Driverless cars will indeed eliminate some driving jobs. However, the safety argument faces a significant challenge: the data suggests Waymo vehicles are far safer than the alternative.

What Does the Safety Research Actually Show?

Researchers at the Insurance Institute for Highway Safety conducted a comprehensive analysis comparing crash and accident data on a per-mile basis for Waymo vehicles with human drivers in cities where Waymos operated from 2021 to 2024. The findings were striking: Waymos were involved in 68 percent fewer crashes serious enough to be reported to police and 81 percent fewer crashes that caused injury.

These findings are likely conservative estimates. The lead researcher noted that human drivers regularly fail to report accidents, meaning the actual safety advantage of Waymo vehicles may be even larger. Several other peer-reviewed studies have produced even more favorable results for the autonomous vehicles.

Journalists Timothy B. Lee and Kai Williams reviewed 78 accidents involving Waymo vehicles over a seven-month period that were serious enough to cause injury or trigger airbag deployment. They found just one example where Waymo could plausibly bear responsibility for a crash with another vehicle or pedestrian, and three additional cases where culpability was mixed or unclear.

What Are Waymo's Remaining Safety Challenges?

Despite the strong safety record, Waymo faces real limitations in handling unexpected situations. The company's algorithms struggle with what experts call "edge cases," unpredictable scenarios for which the system is unprepared. These incidents highlight areas where human judgment still outperforms artificial intelligence.

  • Traffic Light Failures: When a power outage knocked out a third of San Francisco's traffic lights in December, at least 60 Waymos abruptly stopped mid-road, causing severe gridlock and delays.

The company has not done nearly enough to fix these problems, according to safety experts. These edge cases represent a gap between Waymo's performance in routine driving scenarios and its ability to handle the full complexity of urban transportation.

How Should Policymakers Evaluate Autonomous Vehicle Safety?

The core question for regulators is straightforward: how do robotaxis' error rates compare to human drivers? About 40,000 Americans die in car accidents every year, with millions more suffering injuries. As many as 10,000 crash victims enter emergency rooms around the country every day. A robot driver cannot drink and drive, fall asleep at the wheel, or check its phone. It will not flout traffic rules when running late or trying to impress others. Waymo vehicles are equipped with more than a dozen cameras, plus radar and laser sensors, eliminating blind spots entirely.

Waymo is currently the only autonomous vehicle company that has demonstrated such a strong safety record with publicly available data. Competitors like Tesla have not disclosed the data needed to make comparable safety claims. This transparency gap makes it difficult for policymakers to evaluate other autonomous systems using the same rigorous standards.

Beyond safety, Waymo vehicles promise additional societal benefits. A taxi without a driver is significantly cheaper to operate. While Waymo is currently more expensive than Uber and Lyft, that price differential is dropping rapidly as supply constraints ease and competition increases. The vehicles are also electric, showing promise in reducing carbon emissions and air pollution. Additionally, Waymo could provide reliable transportation access to people in poor neighborhoods, who are routinely turned down by human rideshare drivers.

What's at Stake in This Political Debate?

The resistance to Waymo in Democratic cities raises a fundamental question about the relationship between progressivism and technological change. Progressivism was historically founded on the belief that scientific and technological progress can bring about a better, more equitable future, provided it is steered in the right direction. The current political divide over robotaxis tests whether progressive movements have become so captured by interest groups and so hostile to corporations that they have transformed into obstacles to progress itself.

Colorado, which passed legislation authorizing driverless vehicles in 2017 before the current backlash intensified, is on track to become an exception among blue states later this year. This suggests that the political opposition to autonomous vehicles is not inevitable, but rather reflects specific coalitions and policy choices in particular jurisdictions.

The stakes extend beyond transportation policy. How cities and states respond to Waymo will signal whether they are willing to embrace technologies that demonstrably save lives, even when those technologies disrupt existing industries and challenge established political coalitions. The data suggests that saying no to Waymo means saying no to a technology that could prevent thousands of deaths and injuries annually, while also making transportation more affordable and accessible to underserved communities.
