What Would a Real AI Safety Agreement Look Like?
The Atlantic Council's analysis suggests that Trump and Xi need not negotiate a grand AI treaty to demonstrate progress. Instead, they could begin with five practical steps that address the most immediate risks without requiring either nation to cede competitive advantage:
- Human Control Affirmation: Both nations would affirm that humans retain control over all strategic weapons systems, preventing autonomous systems from making life-or-death decisions without human oversight.
- Ban on Autonomous High-Consequence Operations: Prohibit autonomous, high-consequence cyber and biological operations that could cause widespread harm without human intervention or authorization.
- AI-Incident Hotline: Create a secure communication channel specifically for reporting serious AI failures and unauthorized cyber activity, moving beyond previous performative hotlines.
- Prompt Notification Requirements: Establish protocols requiring immediate notification of serious AI failures and unauthorized cyber activity, creating transparency between the two powers.
- Independent Testing Thresholds: Set measurable capability thresholds that trigger independent testing of AI systems before deployment, ensuring third-party verification of safety claims.
What makes these steps significant is not the specific outcomes but rather mutual recognition of the seriousness of the challenge. As one observer noted, "When something is speeding up and going out of control, prudence, care and deliberation aren't alarmist, they're necessary".
How Can the U.S. Leverage Its Safety Advantage?

The U.S. faces a unique challenge. Even as it searches for better ways within its democratic system to create AI safety, it confronts an autocratic adversary whose lack of guardrails can make its AI systems more dangerous, even where that is not China's intention. It's crucial for the United States to engage its allies more closely in the months ahead, just as it did regarding nuclear weapons during the Cold War.
Meanwhile, the competitive landscape continues to shift. Chinese AI models consistently score just behind the latest U.S. models on industry benchmarks, and leading AI companies in China often release free versions of their technology that anyone can use or modify. The Biden and Trump administrations have attempted to limit Chinese AI development by imposing export controls on key computer chips and software needed to develop and deploy powerful AI models. China has responded by developing its own chips and working to make its AI algorithms more efficient.
What's at Stake if Leaders Ignore the Warning?
The fundamental problem is that no country can protect itself from an AI safety crisis by winning the AI race. An American defense system that escapes meaningful control would not respect national borders.
