Waymo's Safety Data Is Reshaping How We Measure Autonomous Vehicles
Waymo's independent safety study shows its robotaxis crash 92% less often than human drivers in comparable city environments, a finding that's forcing regulators and insurers to rethink how we measure autonomous vehicle performance. Waymo's Jaguar I-Pace taxis traveled about 50 million driverless miles during the study period, while human drivers logged 222 billion miles in those same locations. The IIHS found that Waymo taxis were involved in 68% fewer crashes overall than human drivers, with particularly strong results in Phoenix (76% lower) and Los Angeles (71% lower). Importantly, Waymo's injury crash rate was still 81% lower on a per-mile basis.
Why Are Regulators Taking This Seriously Now?
The safety data has prompted concrete regulatory action. On July 30, 2026, the National Highway Traffic Safety Administration (NHTSA) granted Zoox, an Amazon subsidiary, the first-ever exemption from certain motor-vehicle safety standards. This decision allows commercial operation of Zoox's purpose-built robotaxis, which have no steering wheel or pedals. The agency determined that Zoox's design would provide an equivalent level of safety as a compliant vehicle.
More significantly, NHTSA announced a partnership with SAE Industry Technologies to develop the nation's first performance and competency standards for autonomous vehicles. The "A2SCEND" consortium, a three-year, $5 million initiative, aims to create standardized benchmarks that don't currently exist. This addresses a critical gap: the autonomous vehicle industry operates under a patchwork of state and local regulations, making it difficult to compare crash rates or ensure consistent safety standards across jurisdictions.

How Are Advanced Driver Assistance Systems Contributing to Safety?

What's the Catch with Current Waymo Data?
Researchers acknowledge an important limitation: Waymo's robotaxis currently operate only in fair-weather conditions across a handful of U.S. cities. They navigate pristine grids in San Francisco and Austin, not the rainstorms, blizzards, chaotic traffic patterns, and developing-world roads that human drivers encounter daily. This raises a fair question about whether the comparison is truly apples-to-apples.
The IIHS is working to address this by creating more reliable data categories. Researchers estimate that roughly half of human crashes go unreported, and up to one-third of injury accidents, because drivers hope to avoid insurance rate increases. This potentially skews safety numbers in favor of human drivers. Meanwhile, robotaxi operators are required to report even minor scrapes to NHTSA, creating a transparency advantage that may make autonomous vehicles look safer than they actually are.
Despite these caveats, the IIHS's July 2026 study flatly stated that automated cars crash less often than people. The research supports Waymo's own findings while calling for better federal reporting standards to ensure consistent data collection as autonomous vehicle deployment expands.

The public health implications are staggering. Roughly 40,000 people in the U.S., including more than 7,000 pedestrians, are killed each year in roadway accidents. Globally, approximately 1.16 million people die in roadway crashes annually, making them the leading cause of death for children and young adults between ages 5 and 29. If autonomous vehicles could cut crash fatalities by even 50% instead of the 90% reductions suggested by some studies, that would save 580,000 lives per year worldwide.
